Ms. Tincher is a Regional and Local Government Affairs Representative leading government relations activities throughout SMUD’s service territory and within Solano County. She serves as the local governments’ point of contact with SMUD, facilitating policy and project discussions between local governments and SMUD. She also provides advice to internal business units to minimize project and enterprise risk regarding political and land use regulation. She processes entitlement packages, guides the preparation of environmental documents, conducts public outreach and processes projects through local, state and federal agencies.
Prior to joining SMUD in 2011, Ms. Tincher managed a $135 million portfolio of large scale public private economic development, redevelopment and civil work projects while employed by the City of Sacramento (2007-2011) In addition, she was a Process Manager, evaluating issues and implementing process improvements in the City of Sacramento’s Community Development Department (2003-2005). In 2005-2006, she was responsible for the entire real estate development process as a Development Project Manager for USA Properties Fund, an affordable housing developer in Roseville.
Her career also includes a role as a Marketing Product Manager for Hewlett-Packard (1997-2003) and as a lobbyist at the State Legislature for a multi-family housing association (1995-1996).
She started her career in urban planning, working in current and long range planning in both the public sector (cities of Visalia, San Clemente and West Sacramento) and the private sector (Phillips Brandt Reddick and the Planning Center for 11 years (1983-1994).
Ms. Tincher earned a Bachelor’s degree in Urban Planning from California State University, Chico and a Master of Business Administration degree from the University of California, Davis.
Ms. Tincher served on the Folsom Chamber Government Affairs Committee (2011-2015), the Rancho Cordova Chamber Board of Directors (2013-2016), the Downtown Partnership Strategic Development Committee (2011 – 2016), and currently serves on the Solano County Renewable Energy Workshop Group.
Ms. Tincher is serving her second four-year term which ends December 2024.
